Infrastructure serves as the foundation for our daily lives. We use freeways, streets, and interchanges to move from place-to-place. We purchase goods that pass through ports and drink water from public water systems. However, California's infrastructure is failing and the resources to fix it are dwindling. California cannot afford the multi-billion investment required to bring California's infrastructure up to par. However, this panel will bring together experts from the public and private sector to discuss how to find and successfully secure the limited funding sources available as well as how to maneuver through the legal backdrop against which these projects are to be approved.

James Hamill, Program Manager
California Statewide Communities Development Authority
James Hamill, program manager, joined the California Statewide Communities Development Authority in 2001 and manages its finance programs, including industrial development bonds, 501(c)(3) bonds, multifamily housing bonds, and various municipal programs. Mr. Hamill is also general counsel to the U.S. Communities Government Purchasing Alliance, a national cooperative purchasing program for public agencies and nonprofits.
